**Canada Introduces Special Immigration Measures for 2025 Wildfire Victims**

On July 2, 2025, Immigration, Refugees and Citizenship Canada (IRCC) announced new special measures to assist individuals and communities affected by the ongoing 2025 wildfires across Canada. These initiatives aim to provide critical support to Canadian citizens, permanent residents, and temporary residents who have been directly impacted by the severe weather events. The measures also facilitate the entry of foreign emergency services personnel assisting with wildfire response efforts.

Canadian citizens and permanent residents whose essential documents were lost, damaged, or became inaccessible due to the wildfires are eligible for free replacements. This includes passports, citizenship certificates, permanent resident cards, and other Canadian travel documents. Furthermore, individuals who already paid for document replacements due to the wildfires on or after April 1, 2025, are eligible to request a refund for those fees.

Support for Temporary Residents

Temporary residents in Canada, including international students, temporary foreign workers, and visitors, who have been directly affected by the wildfires will also receive significant support. They can apply for free replacement of their immigration status documents. Additionally, these individuals can apply to restore or extend their temporary resident status in Canada, or renew their work or study permits, without incurring any application fees.

A key provision for temporary residents is the waiver of the standard 90-day deadline to apply for status restoration after losing their legal status. This flexibility acknowledges the challenging circumstances faced by those impacted by the wildfires. However, it is important to note that these specific measures do not apply to employer-specific work permit holders seeking to transition to an open work permit.

Facilitating Emergency Response

To bolster the fight against the wildfires, IRCC has also waived application and biometric fees for foreign emergency services personnel. This measure, effective since June 11, 2025, aims to streamline the entry process for international experts and first responders coming to Canada to provide critical assistance. By removing these financial barriers, Canada seeks to expedite the deployment of much-needed help during this emergency.

All of these special immigration measures are temporary and will remain in effect until November 30, 2025. This timeframe is intended to provide affected individuals with sufficient opportunity to secure necessary documents and focus on their recovery and safety. It allows for a period of stability and reduced administrative burden during a challenging time.
